v1.3.9 server moves windows that are partially off-screen

Hello,
I have noticed that if any windows are positioned such that they are
partially located off the screen v1.3.9 server will move the windows
so they are within the boundary of the screen. In using v1.2.9
previously this did not happen. Does anyone know if this has been added
as a "feature" or if there is some command line switch or registry entry to
disable this action? The windows are actually moved on the machine running
the server not just displayed as moved in the viewer window. If the windows
are again moved partially off the screen in the viewer they will stay there,
but
disconnecting from the server and connecting again will change the position.

The machine running the server (as a service) is Win2KSp4.
