IP changes

can anybody tell me the procedure for setting VNC to a static IP?

every time i reboot the ICS host the ip for the client changes and i
have to go over the the next building to see whats the servers new IP
is?

Nothing to do with VNC: you have to configure your host's networking
so that it always gets the same IP address.
